Outline of Free 'Everyone's AI' Service for All Citizens... Development Period, Operational Costs, and Revenue Model Remain Tasks

The Ministry of Science and ICT, along with the Information and Communications Technology Industry Promotion Agency (NIPA), held a briefing in Seoul's Mapo District on the 'Everyone's AI Service' project, detailing requirements such as support criteria, GPU allocation methods, and the scope of free services. The initiative aims to provide a universal AI chatbot for all citizens, alongside public AI agents and specialized AI services. Selected companies must launch a beta service in September and a full service by December. The ministry stated that the project does not require developing new models but instead uses existing domestic AI models, requiring participants to utilize over 50% domestic models and at least 30% from other domestic providers. GPU allocation includes 512 B200 GPUs, distributed as 256 per company for two selected firms or 256, 128, and 120 for three. Services must be delivered through separate apps, not merely as add-ons to existing platforms. While basic services will remain free, advanced features may be paid, with advertising policies and operational costs to be determined. An industry insider noted the challenges of covering operational expenses and development costs, emphasizing the need for additional support.
