Ministry of Science and ICT Calls for Business Operators for 'All of AI' Project... Providing AI Chatbots Based on Dookpa Model

The Ministry of Science and ICT announced on the 13th that it will recruit business operators for the 'All of AI' project, which provides free AI chatbots to all citizens using domestic AI models, until November 11th. Selected companies must launch a general AI chatbot by year-end accessible to all citizens without cost or usage limits. The project will also offer public AI agents to assist users in finding and applying for public services, along with enterprise-specific services. Operators must use at least 50% domestic AI models and 30% other domestic models. Foreign AI models may be used minimally, excluding costs from government support. The ministry will allocate up to 512 NVIDIA B200 GPUs to selected companies, with distribution based on rankings. Selected firms must cover their own costs and operate until 2030, with future support terms to be decided through coordination. The ministry will select operators via written and oral evaluations, assessing AI model capabilities, GPU usage plans, and service development strategies. Beta service launches are scheduled for September, with full service by December 2023. Long-term goals include enabling every citizen to use an AI agent, with companies encouraged to develop revenue models using user data. Over 23 million users accessed generative AI in 2022, but about a third of citizens still lack AI service access.
