Kazakhstan Approves State Reserve-Linked Strategic Cryptocurrency Mining Regulations

Kazakhstan has approved new regulations requiring large cryptocurrency miners to transfer a portion of their mined assets to a state reserve fund instead of receiving power quotas. Under the finalized strategic digital mining rules, qualifying miners will receive regulated power quotas but must divert cryptocurrency proceeds to the government-backed Astana Hub. The transfer rate remains unspecified, though local reports suggest a potential 10% transfer. The regulations, effective August 1, 2026, under presidential decree 638, also mandate minimum mining infrastructure requirements including 150 MW data centers and equipment with at least 150 terahash per second performance. Approved miners will contract with Astana Hub's autonomous cluster fund and purchase power from qualified electricity providers.
