Oracle Signs Up to $7 Billion Software Procurement Contract with U.S. Department of Defense

Oracle has secured a $7 billion software procurement contract with the U.S. Department of Defense, covering up to 10 years of enterprise software services. The deal, announced on July 23, consolidates decentralized software purchases across federal agencies into a single contract, prompting a 3% stock rise in after-hours trading. The agreement, led by the U.S. Navy, includes a 5-year base term with an optional 5-year extension, covering all military branches, intelligence agencies, and coastal defense units. The contract encompasses perpetual licenses, subscription models, maintenance, and consulting services, aiming to reduce redundant agreements and track spending more effectively. While the total $7 billion is not entirely new revenue, it consolidates existing agreements. Kirsten Davis, the Department of Defense's CIO, estimated taxpayer savings of $441 million. The deal strengthens Oracle's public sector revenue and strategic influence, particularly amid stagnant software sales and rising cloud growth. This follows a similar $9.69 billion Microsoft contract signed in May 2023.
